A dangerous winter storm combining high winds and ice swept through parts of the U.S. Southeast today, knocking out power, felling trees and fences and coating roads with a treacherous, frigid glaze.

As another weekend forecast calls for wintry weather across the state, we recall the travels of those stuck for more than 24 hours on I-95 between Richmond and D.C. That mess could have been avoided had the state learned lessons from a similar situation here in December 2018.
