VIRGINIA DEPARTMENT OF TRANSPORTATION Request for Qualifications Contract ID #: C00117841DB111 I-64 Hampton Road Express Lanes (HREL) Segment 4C Design-Build Project The Virginia Department of Transportation (VDOT) is seeking Statements of Qualifications for the I-64 Hampton Roads Express Lanes (HREL) Segment 4C Design-Build Project from qualified and experienced respondents with design and construction experience of highway facilities. The project is located in the City of Hampton. The scope includes widening I-64 east and west from 0.138 miles east of LaSalle Avenue at mile marker 265.5 to 0.500 miles east of Settlers Landing Road at mile marker 267.8. The three (3) existing east and west general purpose (GP) lanes will be converted into two (2) managed lanes, and two (2) GP lanes. This will extend the full roadway section of the HRBT Expansion project to the west for 2.4 miles. The western end of the project will connect to a typical section with one (1) managed lane and two (2) GP lanes. The proposed improvements include rehabilitation of the existing lanes and an additional 12-foot wide travel lane in each direction. The work includes all work required for project management, design and construction of the project.
